There are phrases that avoid a subject totally. The subject does not appear at all, either actively or passively. The function of a subject is filled by es, just like it is it in English.

Es wurde zuviel diskutiert. It was discussed too much.   Es wurde viel gearbeitet. It was worked a lot.   Es wurde viel gelesen. It was read a lot.
