The interrogative pronoun wieviel can refer to a part of a quantity or to a member of a group. If wieviel refers to a part of a quantity (in meaning of How much?) it is never declined.

If wieviele refers to a member of a group (in meaning of How many?) the number, the gender and the declension of wieviele have to correspond. Wieviele is logically always plural.
